Responsibilities


   - Performs specific monitoring tasks in relation to community rights, property rights, non-discrimination issues and other human rights
     concerns as assigned;
   - In-charge of the implementation of the monitoring instructions received from Headquarters;
   - Drafts spot reports and compiles regular reports on activities of all the staff of the Department located in the Regional Centre (RC);
   - Co-ordinates and co-operates closely with Field Co-ordination in the Headquarters to ensure fair utilization of capacities in the field;
   - Facilitates and supervises the work of all professional and support staff of the Department in the RC in close co-operation with the Senior
     Democratization Officer
   - Advises and reports to the Mission Management in the Headquarters on all activities undertaken within the RC's area of responsibility and
     on the political, policy, legal and civil implications which might influence the Mission policy implementation;
   - Liaises with the local interlocutors and key international civil, political and military authorities operating within the RC's area of
     responsibility, as required;
   - Implements established OSCE policies for the overall safety, security and protection of all Mission personnel and material assets within
     the RC;


Requirements

   - Advanced university degree in law, political science, international relations or other related fields
   - Significant management experience, preferably in a senior level position; proven management and leadership qualities including ability to
     establish and maintain effective working relationships with people of different ethnical and cultural backgrounds
   - Proven experience in the management of projects and budgets
   - Proven ability to communicate effectively, both orally and in writing
   - Sound knowledge of international and regional human rights standards and community rights
   - Sound understanding of the main functional areas of the Mission's mandate
   - Strong analytical and problem solving skills
   - Cultural sensitivity and judgment
   - Excellent written and verbal presentation and communication skills in English
