Responsibilities

   - Is responsible for the development of methodologies regarding the proactive monitoring of institutions in Kosovo and developments in the
     municipalities, the implementation and effective application of legislation, policies and procedures with respect to communities' rights;
   - Analyses the data collected during proactive monitoring programmes of institutions at all levels concerning non-Albanian communities'
     rights, and produces policy reports on relevant issues (including leading on the design and drafting process);
   - Assists in identifying community protection related issues in general, analyzes their implications and provides the Chief with advice and
     recommendations for follow up;
   - Contributes to the formulation of protection planning by proposing directives and planning of actions for immediate and long-range
     solutions;
   - Assists in developing strategies to implement recommendations and policy decisions adopted in analytical reports, and monitors
     institutions implementation of these recommendations and decisions;
   - Establishes and maintains contacts with representatives of non-Albanian community political parties and civil society;
   - Assesses the implementation of the Council of Europe's Framework Convention on the Protection of National Minorities;
   - Liaises with other international organizations, including the relevant bodies within the Council of Europe, the OSCE High Commissioner

     on National Minorities, and the OSCE Office for Democratic Institutions and Human Rights (ODIHR);


Requirements

   - Advanced university degree in law, human rights, community rights, political science, international relations or equivalent professional
     experience
   - Extensive knowledge of international human and community rights standards and of the laws in Kosovo
   - Knowledge of the political environment of the OSCE Mission in Kosovo, including mandate and structure of the international presence in
     Kosovo
   - Knowledge of the situation of non-Albanian communities in Kosovo
   - Experience in drafting and implementing projects
   - Ability to produce analytical and policy reports
   - Cultural sensitivity and judgement
   - Flexibility and ability to work under pressure and within limited time frames
   - Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds,
     different gender, and diverse political views, while maintaining impartiality and objectivity
   - Ability to operate Windows applications, including word processing and e-mail
   - Professional fluency in the English language
