Responsibilities
- Oversees, analyses and reports on systemic advanced and specialized police curricula aspects ensuring a professional environment that
benefits both students and staff;
- Provides subject matter expertise and assistance to the Ministry of Internal Affairs and Kosovo Police in the process of analysis of existing
and drafting of new relevant capacity building related documents, strategies and action plans;
- Supervises, assesses and evaluates all aspects of the Training Development as well as advanced and specialized police curricula, ensuring
high quality instruction and interpretation;
- Arranges the design and delivery of new programs (internally or externally sourced);
- Assists in the co-ordination of donor efforts in developing the advanced and specialized police training;
- Liaises closely with the responsible counterparts in OSCE Headquarters in Vienna and other OSCE field operations, as well as local and
international stakeholders assisting in the further development and implementation of curriculum for police;
- Attends seminars, conferences, workshops and courses relevant to her/his post as required by the Mission;
Requirements
- Proven working experience as police trainer
- Proven working experience in the field of police training development and management, focused on the area of advanced and specialized
police training for capacity building purposes, and evaluation of their effectiveness and efficiency
- Evidence of supervisory training, both as a police trainer/instructor and as a manager of training
- Sound knowledge of training methods, conducting training needs analysis as well as adult learning and teaching techniques
- Experience in designing, co-ordinating and implementing training strategies and plans as well as police training curricula for police
- Proven experience in project management (planning, designing, budgeting, management, evaluation)
- Researching, analyzing, drafting, reporting and presentation skills
- Flexibility and ability to work under pressure and within limited time frames
- Demonstrated ability and willingness to work as a member of a team, with people of different national, cultural and religious
backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity
