Background

The lack of development of various forms of organised philanthropy at the local level, especially local community foundations, is one of the biggest threats to sustainability and autonomy of civil society organisations (CSOs) in Croatia (according to the Register of Foundations, there are only 196 foundations registered in Croatia). This is partly caused by a non-supportive normative framework which is to be dealt with through the implementation of National Strategy for the Creation of an Enabling Environment for Civil Society Development 2012-20161 and the endorsement of the new Act on Foundations2. Unfavourable economic situation, as well as underdeveloped understanding of possible benefits from corporative social responsibility, influences the lack of socially responsible investing in individual and corporative philanthropic actions, and the lack of local partnership philanthropy actions among private, public, civil society sector and citizens. Knowledge and capacity deficit, as well as adverse economic circumstances limit the scope and impact of multi-sector partnerships and other activities linked to corporate social responsibility which adds to civil society sustainability.

Size of grants

Any grant requested under this Call for Proposals must fall between the following [minimum and] maximum amounts:
  - minimum amount: EUR 50.000
  - maximum amount: EUR 100.000

Eligibility

In order to be eligible for a grant, the applicant must:
  - be a legal person
  - be non-profit-making
  - be non-governmental organisations or formal networks of non-governmental organisations of the following legal status: associations,
    business associations, trade unions and foundations, legal entities of religious communities
  - be established in a Member State of the European Union or a Member State of the European Economic Area, Republic of Macedonia,
    Turkey, Albania, Bosnia and Herzegovina, Montenegro, Serbia, including Kosovo under UNSC Resolution 1244/99 as well as of other
    countries eligible under Council Regulation (EC) No 1085/2006 of 31st July 2006 establishing an Instrument for Pre-Accession Assistance
    (IPA)
  - be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an
    intermediary.
