Description
The overall objective of the assignment is to:
- develop an initial Five-Year Business Plan (“FYBP”) for HZI which provides the framework for a long-term sustainable future. The plan
should be designed so that it can be updated annually on a rolling basis and should be based on realistic forecasts of network activity,
revenues, costs and investment. In particular, it needs to take into account the impact of opening of the Croatian network to third-party
operators as well as the likely privatisation during the plan period of HZ Cargo, national rail freight operator;
- review existing track access charge methodology and develop a preferred set of access charges, in conjunction with the relevant
authorities;
- provide recommendations for improvement of the Railways Infrastructure Management Contract (“Contract”) between HZI and the
Republic of Croatia, to bring it in line with best international and EU practices. The Contract, to be signed for a period of 5 years, should
describe policy goals of the state for railway infrastructure and the activities necessary for achievement of these goals, the level of
changes for infrastructure manager’s services, contractual obligations on the quality of network and the budget provided by the
Government to achieve these goals.
Eligibility
There are no eligibility restrictions. Corporate services are required. The consultant is expected to be a firm or consortium of firms with appropriate experience with supervision of projects of a similar nature and complexity financed by international financial institutions.

Cost Estimate for the Assignment is EUR 400,000.00; Exclusive of VAT
