Objective
Social Impact is responding to USAID's five-year solicitation aimed at providing USAID/Bosnia and Herzegovina (BiH) with technical, analytic, advisory, training, monitoring, evaluation and related support services to assist USAID/BiH in effectively monitoring, evaluating, and relaying information about interventions. Additionally, the project will also seek to develop local capacity to conduct high quality independent evaluations and other studies for USAID/BiH and other donors.
Responsibilities
The Chief of Party shall be responsible for leading and managing the MEASURE/BiH activity. The Chief of Party shall work closely with USAID/BiH’s Program Office and Technical Offices, other Chief of Parties managing USAID/BiH’s activities, local organizations and other stakeholders. This individual will be responsible for leading and managing the technical work related to performance monitoring and evaluation under this contract. S/he must be able to design and lead performance evaluations, experimental and especially quasi-experimental impact evaluations conducted under this contract.
This position requires an experienced individual with the following characteristics:
- Demonstrated leadership, strategic thinking/planning, management, and presentation skills.
- Strong inter-personal, supervision, and written and oral communication skills.
- Especially charismatic, professional credentials to be able to establish close, trustful relations with USAID/BiH professional staff and
management for pursuing an effort of re-building the Mission's performance management culture.
The Chief of Party shall:
- Coordinate and be ultimately responsible for all data collection, monitoring, report generation, evaluation and related tasks;
- Primary liaison with COR and Contracting Officer;
- Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary
adjustments to operations to fit the requirements of USAID;
- Contribute substantively to the design and field testing of the evaluation methodology, participatory data collection methods and
protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.
- S/he will be responsible for the design, quality, development and completion of all assessments, analytical reports and evaluations.
Requirements
- Master’s Degree required, PhD preferred in relevant subject areas, preferably in Economics, Public Policy, International Development or
Business Administration;
- Designing and implementing performance and impact evaluations of development interventions
- Indicator development, data collection and analysis, data quality assessments, and/or performance monitoring and reporting;
- Creating and managing performance monitoring plans;
- Conducting cost benefit and cost effectiveness analyses;
- Leveraging performance monitoring data for improving ongoing project management;
- Designing and field testing surveys and other data collection instruments;
- Strong communication, writing and interpersonal skills are required;
- Designing, working on and preferably leading an evaluation team;
- Project management skills are highly desirable;
- Strong written/oral communication and excellent interpersonal skills.
