Description


The Industry-led Skills and Workforce Development (ISWD) Project aims to improve the linkage between market-demanded skills and the supply of Georgians with technical skills relevant to the local economy. Investments to support TVET are necessary to address industry demand for skilled technicians and to reach potential beneficiaries who may not have the opportunity to obtain further education and training.

The four activities under this project are designed to:

   - run a competitive process to solicit and fund innovative, industry-driven proposals from Georgian TVET providers for establishing new or
     expanding/improving existing training programs, to meet industry needs (Task 1: Competitive Program Improvement Grants);
   - strengthen TVET provider practice by identifying, strengthening, documenting, disseminating, and promoting uptake of best practices
     across the sector (Task 2: Strengthening TVET Provider Practice);
   - strengthen national policy with respect to industry engagement in the Georgian TVET sector (Task 3: Strengthening TVET Sector Policy);
   - develop and host an annual TVET conference (Task 4: Annual TVET Conference).


Requirements

   - The Grant Management Officer should have an advanced degree in business administration, education, or another relevant field. They
     should have at least 5 years of experience in designing and implementing grant programs in developing or transition country contexts.
     Preference will be given for managers who have experience managing grant programs in workforce development or TVET.
   - It is highly desirable if the Grant Management Officer has experience in supervising the flow of finances to grantees, in particular ensuring
     compliance with financial management procedures such as: (a) Adhere to all financial management guidelines and related documents; (b)
     Participate in the preparation of Project Manager‟s annual/quarterly budget projections; (c) Develop accounting reports for programs,
     including special reports required by MCA-Georgia. Supervise the processing and analysis of project-related expenses and ensure that
     they are in accordance with the approved budget, MCC policies, and governance procedures.
   - Preference will be given for experience managing similar/relevant projects in Eastern Europe, the South Caucasus, or post-Soviet
     countries. Additional preference will be given to experience working in Georgia.
   - English language fluency is required. Georgian language fluency is desirable.
