Responsibilities
- Provides supervision, oversight and guidance to national staff, instructors and consultants;
- Conducts analysis of information, statistics and data to identify needs of the Kosovo Police (KP) in the area of community policing and
crime prevention; recommends the course of action to be taken and implements this action, when required;
- Develops and implements comprehensive community policing training programmes for the KP to strengthen the skills of police officers
and managers in building partnerships with communities and enhancing community engagement in a pro-active problem solving process;
- Supports the KP implementation of intelligence led policing (ILP) ensuring that the community policing agenda is incorporated into the ILP
programme, through workshops, training and presentations;
- Supports the community policing agenda through its integration with other areas of specialized policing, including counter terrorism, riot
control and tackling serious and organized crime;
- Assists, mentors and supports the KP safety activities and initiatives throughout Kosovo;
- Represents the Department in various forums to ensure co-operation, communication and best practice on community safety initiatives
throughout Kosovo;
Requirements
- Proven working experience in a supervisory or managerial position in a national police service
- Proven experience in the implementation and management of community policing and community safety training courses for capacity
building purposes, respective training needs assessments and evaluation of their effectiveness
- Strong evidence of developing, managing, implementing and evaluating of community policing and community safety programmes and
concepts
- Proven experience in project management (planning, designing, budgeting, management and evaluation)
- Ability to design, co-ordinate and implement developmental strategies, action plans and training plans to support community safety
agencies/platforms and related security service partners
- Flexibility and ability to work under pressure and within limited time frames
