The European Union (EU) regards human rights and democracy as fundamental priorities and has been particularly active in this field. It promotes human rights in a variety of ways, including through guidelines and dialogue that form part of its political and human rights external policies and activities. Support for priorities and activities related to human rights is provided through a number of EU instruments in all countries.
The Civil Society Facility is designed to strengthen and promote civil society's role in reforms and democratic changes taking place in the Neighbourhood region, through increased participation in the fulfilment of ENP objectives. This objective is translated into strengthening civil society capacities to promote reform and increase public accountability, increasing interaction between civil society and authorities at national and local level, and increasing CSOs involvement in programming, implementation and monitoring of EU assistance and policies in the region
Objectives
The global objective of this Call for Proposals is to contribute to strengthening the role of civil society in promoting human rights, equality, transparency and democratic reforms in the Republic of Moldova.
The specific objective of this Call for Proposals is:
Anti-corruption
- Support and monitor the implementation of the National Anti-Corruption Strategy
- Promote transparency in the political process in Moldova
- Promote budget and policy transparency
- Strengthen involvement of civil society actors in policy dialogue and in monitoring the implementation of sector reforms in the following
sectors: Justice Sector and fight against corruption
Eligibility
In order to be eligible for a grant, the applicant must:
- be a legal person and
- be specific types of organisations such as: civil society organisations, such as non-governmental non-profit organisations and independent
political foundations, community based organisations and private sector non-profit agencies, institutions and organisations and networks
thereof at local, national, regional and international level, international (inter-governmental) organisations as defined by Article 43 of the
Implementing Rules to the EC Financial Regulation1, and
- be effectively established in2 an eligible country as defined for the European Neighbourhood Instrument3: Member State of the European
Union, partner countries benefitting from the European Neighbourhood Instrument (Algeria, Armenia, Azerbaijan, Belarus, Georgia,
Israel, Jordan, Lebanon, Libya, Moldova, Morocco, Palestinian Authority of the West Bank and Gaza Strip, Syria, Tunisia, Ukraine), a
contracting parties to the Agreement on the European Economic Area (Iceland, Lichtenstein, Norway) , Developing countries and
territories, as included in the list of ODA recipients published by the OECD-DAC, which are not members of the G-20 group, overseas
countries and territories covered by Council Decision 2001/822/EC, in the former Yugoslav Republic of Macedonia, Turkey, Albania,
Bosnia and Herzegovina, Montenegro or Serbia, including Kosovo. This obligation does not apply to international organizations and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as
an intermediary.
Budget
The overall indicative amount made available under this Call for Proposals is €450,000.00 under budget line 19.08.01.03 (European Neighbourhood and Partnership Instrument – ENPI).
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 150,000
- maximum amount: EUR 250,000
