The European Union (EU) is founded on the principles of liberty, democracy, respect for human rights and the rule of law. Human Rights and democracy is an important area of EU cooperation and support for priorities and activities in this sector is provided through a number of EU instruments, in all countries. Recognizing the vital contribution made by the civil society to the promotion and protection of these principles, the first European Instrument for Democracy and Human Rights (EIDHR) was adopted by the European Parliament and the Council in December 2006.
The general objective of the EIDHR Regulation as stated in Article 1 is to provide assistance to the development and consolidation of democracy and the rule of law and of respect for all human rights and fundamental freedoms.
The instrument is designed to help civil society become an effective force for democratic reform and defence of human rights. It aims to complement the geographical programmes that work through direct cooperation with governments and focus mostly on public institution-building. The EIDHR offers independence of action, which is a critical feature of cooperation with civil society organisations at the national level, especially in the sensitive areas of democracy and human rights. Great flexibility and increased capacity to respond to changing circumstances and to support innovation are among its features.
Size of grants
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 100.000
- maximum amount: EUR 300.000
Eligibility
In order to be eligible for a grant, the applicant must:
- be a legal person and
- be non-profit-making and
- be a civil society organization, including non-governmental organisations and independent political foundations, community based
organisations, and networks thereof at local, national, regional and international level and
- be established in Egypt or a Member State of the European Union or an accession or official candidate country as recognized by the
European Union, or in a Member State of the European Economic Area.
