The new Regulation establishing a financing instrument for the promotion and support of democracy and human rights worldwide, the European Instrument for Democracy and Human Rights (EIDHR), was adopted by the European Parliament and the Council on 11 March 2014 for the period 2014-2020.
The EIDHR instrument aims at enhancing the respect, implementation and observance of human rights and fundamental freedoms, as proclaimed in the Universal Declaration of Human Rights and other international and regional human rights instruments. It also aims to strengthen their protection, promotion and monitoring, mainly through support to relevant civil society organisations, human rights defenders and victims of repression and abuse. On the other, it aims at supporting, developing and consolidating democracy in third countries, by enhancing participatory and representative democracy, strengthening the overall democratic cycle, in particular by reinforcing an active role for civil society within this cycle, the rule of law and improving the reliability of electoral processes, in particular by means of election observation missions.

Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
  - minimum amount: € 200.000
  - maximum amount: € 450.000

Eligibility:

In order to be eligible for a grant, the applicant must:
  - be a legal person
  - be non-profit-making
  - be a non-governmental organisation, international organisation, organisations representing national and/or ethnic minorities, local
    citizens' groups and traders' associations, cooperatives, trade unions, organisations representing economic and social interest, consumer
    organisations, women's and youth organisations, teaching, cultural research and scientific organisations, universities, non governmental
    association, as defined by Article 43 of the Rules of application of the EU Financial Regulation
  - be established in: a Member State of the European Union or the Republic of Yemen; a developing country and territory, as included in the
    list of ODA recipients published by the OECD-DAC (‘list of ODA recipients’); in an accession or official candidate country as recognised by
    the European Union; a country for which reciprocal access to external assistance is established by the Commission. Reciprocal access may
    be granted, for a limited period of at least one year, whenever a country grants eligibility on equal terms to entities from the Union,
    a member country of the OECD.
