Background
UNDP and the Ministry of Environment and Physical Planning (MoEPP) are implementing a project “First Biennial Update Report on Climate Change (FBUR)“ which main goal is to assist the country in mainstreaming and integration of climate change consideration into national and sectoral development policies by ensuring continuity to the institutional and technical capacity strengthening process, partly initiated and sustained by the National Communications.
In line with the Cancun Agreements, internationally and domestically supported mitigation actions should be monitored, reported and verified (MRV) as per the guidelines developed under the UN Framework Convention on Climate Change (UNFCCC).
In this context, the FBUR shall contribute to the establishment of a domestic MRV system for the national mitigation actions (both policies and measures) in accordance to the guidelines developed under the Convention. The FBUR should be submitted to the UNFCCC by December 2014 and shall be built upon the mitigation analyses conducted within the Third National Communication on Climate Change (submitted to UNFCCC in March 2014). Identification of appropriate legal framework by developing/amending current legislation is essential to provide sustainability of the proposed MRV system.
To be able to effectively develop country specific national MRV system UNDP is seeking to engage a qualified national consultant that will facilitate the development of a conceptual framework for the most appropriate national MRV system and will suggest relevant changes in the existing/planned legal framework associated with the proposed MRV system that will enable its smooth implementation thus facilitating the reporting obligation of the country towards the UNFCCC.
The consultant will work under direct supervision of the Project Manager and the UNFCCC focal point with the Ministry of Environment and Physical Planning, in cooperation with the international MRV consultant. The national MRV consultant shall also communicate with the existing project teams for preparation of GHG inventories and mitigation analyses.
Responsibilities
- Get acquainted with the relevant national context, including the relevant legal and regulatory framework, and institutional and
organizational setting related to issues relevant for climate change
- Familiarize with the Third National Communication on Climate Change and other key relevant strategic documents focused on mitigation
of GHG emissions
- Familiarize with the UNFCCC documents and guidelines relevant for MRV, as well as other relevant MRV guidelines applicable for
non-Annex I countries
- Assess the current national policy and regulatory frameworks with an aim to identify gaps as well as and entry points for embedding the
recommended actions of the Conceptual Framework for Monitoring, Reporting and Verification (MRV) of Climate Change Mitigation
Actions, and draft appropriate changes/amendments to the extend possible
Requirements
- Minimum B.Sc. (or equivalent) in relevant area (law, economics, climate change, energy, public policy, public administration or a relevant
field). Higher degree will be considered as an asset;
- Minimum 10 years of relevant professional experience (preparation of climate change/environment related legal provisions or research;
policy advice; formulation of strategies and programs related to climate change; climate change governance);
- At least 3 (three) similar assignments in nature and scope (preparation of legal governance/policy documents related to climate change).
- Fluency in English and Macedonian, with excellent writing skills.
