Background

Under the aspiration of having Albania join EU, the new Government in power is strongly committed to “a socially inclusive transformational agenda that stipulates the rights and duties of every citizen. The aim is to build a society where the energy, creativity and work of anyone can be brought to life through a state that provides need-based quality public services to every Albanian citizen regardless of the income level, origin, age, gender, ethnicity, education, sexual orientation, political position or religious beliefs” (transformational agenda that stipulates the rights and duties of every citizen. Responsibilities

  - Become familiar with the existing Social Protection strategy 2007-2013 and the volume of analysis produced in 2013-2014 as part of the
    national social care system reform (in the parts related to cash and services assistance, supported, respectively, by the World Bank and
    UNICEF)
  - Become familiar with the existing Social Inclusion Strategy (SIS) 2007-2013, the findings and conclusions of other studies conducted for
    the evaluation of SIS 2007 – 2013, as well as with the preparatory papers the Ministry has developed in anticipation of the drafting of this
    new national Strategy to encompass both social inclusion and social protection, with a view to understand the policy issues that need to be
    reflected in the new Strategy
  - Understand the vision, relevant goals and objectives envisaged in other sector strategies, as well as the cross-sector National Gender
    Equality Strategy (2011-2015), and make sure that the new Strategy document is harmonised and contributes to reinforcing those

Requirements

  - Advanced postgraduade degree in economics, public policies, statistics, social policies or closely related field of studies
  - Minimum 10 years of professional experience as social policy/social development advisory functions
  - Substantial experience in strategy formulation and in drafting documents based on extensive consultations
  - Past relevant experience in social inclusion agenda in EU accession countries and or other countries
  - Familiarity with EU accession requirements and European social agenda
  - Full working knowledge of English, including excellent report writing and presentation skills in English.
