Background

The project is part of intervention directly addressing conflict fragility through the reduction of poverty levels by fostering local economic development, the promotion of North-South dialogue on technical issues, and establishment and support for stronger trade links and economic inter-dependency between communities. This project’s overall objective is to provide continued support to stabilization and inhibit further potential conflicts in North Kosovo1 by promoting co-operation and peace through inter-community dialogue focused on economic, social and environmental activities of shared interest. The project will engage all relevant local and international stakeholders, strengthening capacities of local institutions and CSOs, and directly supporting stability maintenance activities.

Outputs

Conduct two (2) Opinion Polls in Mitrovica Region. Opinion polls should be undertaken by the contracted institution/organization. The first Opinion Poll is to be carried out during the period of June - July, 2014 and the second in October - 2014. The opinion polling should include face-to-face interviews with a representative sample of Kosovo-Albanian, Kosovo-Serb, and Other Kosovo minorities, covering populations in Mitrovicë/a South and North, Zveçan/Zvečan, Leposaviq/Leposavić and Zubin Potok municipalities. The sample size should be large enough to allow disaggregation of data on the basis of municipality, ethnicity, gender and age for Kosovo-Albanian, Kosovo-Serb, and Other Kosovo minorities. The sample should be composed of three sub-samples: 400 K-Albanians, 450 K-Serbs, and 150 other minorities, with a total sample of 1,000 people above the age 18.

Responsibilities

 - Finalization of Mitrovica Region Opinion Polls Questionnaire in all three languages (English, Albanian and Serbian) based on qualitative
   and quantitative measures together with UNDP Inclusive Growth team. Providing a sampling methodology and sampling frame to UNDP
   Kosovo.
 - Conducting 2 (two) opinion polls, face-to-face interviews according to the specified methodology and workplan.
 - Conducting quality control, i.e. back check with at least 20% of the randomly selected respondents and preparing a back check control.
 - The back check procedure should include a second interview with the selected sub-sample of respondents and must consist of at least from
   the first interview. The back check report should include a comparison of the responses in the first and second interviews.
 - Providing final data from opinion poll in Statistical Package for Social Sciences (SPSS) database indicating variable names and value
   labels in English, Serbian and Albanian.
 - Providing statistical reports of variable frequencies.
 - Providing a final report which includes information on fieldwork, back-check, data entry and other issues related to implementation of the
   workplan. The fieldwork components should include details on the implementation of the workplan, describing any problems or delays
   during fieldwork, for example with regards to fieldwork preparation, arranging interviews, conducting interviews, and back-check
   control.  
 - This report should also contain information on the comments and reactions of the respondents to the questionnaire, reactions to certain
   questions, refusal rate and non-contact rate of respondents, as well as reasons for refusal to certain questions. The data entry component
   of the report should include information on the weighting procedures, coding and data entry procedures difficulties in the data entry
   process as well as how they were solved.
