Background Max. Grant amount: up to EUR 4 million
In June 2006 Albania signed the Stabilization and Association Agreement (SAA) and in April 2009 the country applied for candidate country status. European Commission Opinion on Albania's application for membership of the European Union was issued November 2010. A number of commitments have been made by the Government within this context and all the efforts the country is currently undertaking are concentrated to achieve this ultimate goal – the EU accession.
Among these commitments have been those made to preserve and protect the substantial natural assets in the country, and to take accurate account of environmental values in decision making. Despite this, the country faces numerous and in some cases intensifying, environmental problems, including poor urban air quality, poor quality of drinking water, insufficient waste water treatment, lack of sanitation, chaotic urban development, deforestation and land degradation. Such problems reflect both a historic backlog of environmental neglect as well as new problems associated with a country in transition. In the context of recent rapid growth and urbanization, the hazardous quality of the urban environment is having increasing impacts on public health associated with factors such as solid waste management, water quality and air quality.
Size of grants
Any grant requested under this Call for Proposals must be equal or less than the available budget of 4M€. It is envisaged that project will run for a minimum period of 24 months and a maximum period of 40 months. Within the overall amount, the proposal with the longest period assuming sufficient resources for all areas of intervention in a combination with capacity to deliver high quality services and focussing on
efficiency of resource attributions, will be considered presenting an added value.
Eligibility
In order to be eligible for a grant, the applicant must:
- be an International Organization
- be a EU Member State, or a competent Government Department, Public body, or relevant mandated body of a Government Department or
public body authority of a European Union Member State in the fields related to this action
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an
intermediary
