Background

Lot 1: European Instrument for Democracy and Human Rights (EIDHR) - Country Based Support Scheme (CBSS) -– Jordan
To implement the EIDHR instrument, the Commission set out the following key objectives in its Regulation No 235/2014 of the European Parliament and of the Council of 11 March 2014 establishing a financing instrument for democracy and human rights worldwide for the period 2014-2020.
Objective 1 — Support to human rights and human rights defenders in situations where they are most at risk
Objective 2 — Support to other priorities of the Union in the field of human rights.
Objective 3 — Support to democracy.
Objective 4 — EU Electoral Observation Missions
Objective 5 — Support to targeted key actors and processes, including international and regional human rights instruments and mechanisms.
The present Call for Proposals aims at selecting actions with the view of implementing objectives 1, 2 and 3 set out in the annex of the EIDHR regulation 2014-2020 and will target local civil society.
Lot 2: ENPI - Neighbourhood - Mediterranean & Eastern Europe
Jordan is undergoing a process of reform in the political, social and economic areas, answering popular calls for change expressed through widespread demonstrations since early 2011, with claims for a more democratic and free society and for a fairer system, that respects human rights, the rule of law, reducing inequalities and combating corruption. The Jordanian Constitution was amended in September 2011 to include provisions reinforcing democratic institutions and separation of powers. They provide a constitutional basis for further reform steps, requiring additional measures for actual, sustainable implementation. These developments meet the ambitions for closer political, social and economic integration underpinning the Advanced Status partnership between Jordan and the EU under the 2010 new ENP Action Plan. The SPRING programme was established to complement the bilateral aid programmes for countries in the Southern Neighbourhood, such as Jordan, committed to bold and broad-ranging reform processes to consolidate democratic transition, economic development and social inclusion.

Budget

Lot 1 (EIDHR): The overall indicative amount made available under this Lot is EUR 1,600,000 which
consists of the amount available under Budget Year 2013 of 900,000 EUR and the indicative envelope to be allocated under Budget Year 2014 of 700,000 EUR. The granting of the last amount is subject to

Size of grants for Lot 1:
Any grant requested under Lot 1 must fall between the following minimum and maximum amounts:
  - minimum amount: EUR 100.000
  - maximum amount: EUR 400.000.

Lot 2 (ENPI-SPRING): The overall indicative amount made available under this Lot is EUR 200,000
The Contracting Authority reserves the right not to award all available funds.

Size of grants
Any grant requested under Lot 2 must fall between the following minimum and maximum amounts:
  - minimum amount: EUR 100.000
  - maximum amount: EUR 200.000

Eligibility

In order to be eligible for a grant, the applicant must:

For Lot 1 (EIDHR):
  - be legal person
  - be non-profit-making
  - be specific types of organisations such as defined by Article 11(2)1 establishing the Regulation EC N° 236/2014 of common rules and
    procedures for the implementation of the Union's instruments for external action:
(a) civil society organisations, including non-governmental non-profit organisations and independent political foundations, community-based organisations and private-sector non-profit agencies, institutions and organisations and networks thereof at local, national, regional and international level;
(b) public-sector non-profit-agencies, institutions and organisations and networks at local, national, regional and international level;
(c) national, regional and international parliamentary bodies, when this is necessary to achieve the objectives of the EIDHR and the proposed measure cannot be financed under another Instrument;
(d) international and regional inter-governmental organisations;
(e) natural persons, entities without legal personality and, in exceptional and duly justified cases, other bodies or actors not identified in this paragraph, when this is necessary to achieve the objectives of the EIDHR.
be effectively established in a Member State of the Community or in an accession or official candidate country recognised by the European Community (Iceland, Montenegro, Serbia, Turkey, The Former Yugoslav Republic of Macedonia) or in a Member State of the European Economic Area (Iceland, Liechtenstein and Norway) or in a developing country, as specified by the Development Assistance Committee of the Organisation for Economic Cooperation and Development (OECD/DAC) and
be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
have a previous experience in providing support to one of the sector mentioned under priority issues.

For Lot 2 (ENPI/SPRING):
Applicants from the following countries shall be eligible for funding for cooperation with third countries:
(a) Member States, beneficiaries listed in Annex I to Regulation (EU) No 231/2014, and contracting parties to the Agreement on the European Economic Area;
(b) developing countries and territories, as included in the list of ODA recipients published by the OECD-DAC (‘list of ODA recipients’), which are not members of the G-20 group, and overseas countries and territories covered by Council Decision 2001/822/EC4;
(c) developing countries, as included in the list of ODA recipients, which are members of the G-20 group, and other countries and territories, when they are beneficiaries of the action financed by the Union under the Instruments covered by this Article;
(d) countries for which reciprocal access to external assistance is established by the Commission. Reciprocal access may be granted, for a limited period of at least one year, whenever a country grants eligibility on equal terms to entities from the Union and from countries eligible under the Instruments covered by this Article. The Commission shall decide on the reciprocal access and on its duration in accordance with the advisory procedure referred to in Article 16(2), and after consultation of the recipient country or countries concerned.
