Responsibilities

   - Forms the Management of the Regional Centre, together with the Head of Regional Office/Senior Human Rights Officer;
   - Liaises with the Head of Regional Office/Senior Human Rights Officer on all monitoring activities in the area of responsibility;
   - Performs specific monitoring tasks in relation to local Good Governance, Human Rights and other issues as assigned;
   - In close co-operation with the Head of Regional Office/Senior Human Rights Officer, supervises 12 programmatic staff in the Regional
     Office as assigned;
   - Executes and supervises the implementation of monitoring instructions received from Department in close co-operation with the Head of
     Regional Office/Senior Human Rights Officer;
   - Compiles regular reports on activities of all staff of the Department located in the RO, and submits those reports to the Head of Regional
     Office/Senior Human Rights Officer and to the relevant staff of the Department; drafts spot reports on request of the Head of Regional
     Office/Senior Human Rights Officer or Department;


Requirements

   - Advanced university degree in law, political science, international relations or equivalent professional experience
   - Knowledge of good governance principles, being in particular familiar with the European Charter of Local Self Government
   - Knowledge of international human rights standards and community rights
   - Staff management experience and team-building ability
   - International field work experience in monitoring, reporting and policy-making
   - Strong analytical and problem solving skills
   - Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds,
     different gender, and diverse political views, while maintaining impartiality and objectivity
