Background
The Paruvipe Grants Program—paruvipe means “change” in the Romani language—supports advocacy campaigns in Bulgaria, Macedonia, and Romania aimed at influencing public decision-making, service delivery, and state responses to acts of hate. Through this call for concept papers, the Roma Initiatives Office is seeking proposals for campaigns that will forge new interest-based alliances, build mass constituencies, and use new communication tactics. This call supports opportunity-driven advocacy, which involves recognizing and utilizing opportunities in mainstream decision-making processes.
Eligibility
Applicants must be registered NGOs in Bulgaria, Macedonia, or Romania. The Roma Initiatives Office particularly welcomes proposals from Roma NGOs. A “Roma NGO” is defined as an organization in which at least 50 percent of the membership (in the case of associations), governance body, and senior management openly declare their Roma ethnic origin. All projects must demonstrate substantive Roma participation in planning, decision-making, and implementation through NGO partnerships, Roma individuals working on the projects, and active involvement by members of Roma constituencies.
Budget
The total amount available for supporting projects under this call is USD 650.000.
