The EIDHR is designed to help civil society to become an effective force for political reform and defence of human rights. It also offers independence of action, which is a critical feature of cooperation with civil society organisations at national level, especially in the sensitive areas of democracy and human rights. Other specific features of the EIDHR include great flexibility and increased capacity to respond the changing circumstances.

Over the course of the last years, partners supported by the EIDHR have been primarily local and international civil society organisations, but have also included international intergovernmental bodies with special expertise. Under the EIDHR Strategy Paper 2011-2013, more than 100 calls for proposals have been launched by both European Commission’s Headquarters and Delegations and approximately 400 projects
have been signed worldwide; of these, more than 300 are local civil society projects financed under Country Based Support Scheme (CBSS) in 70 third countries, and managed directly by EU Delegations on the ground.


Objectives

The global objective of this Call for Proposals is to contribute to the achievement of Objectives No 1, 2 and 3 of the Regulation (EU) No 235/2014 of the European Parliament and of the Council of 11 March 2014 establishing a financing instrument for democracy and human rights worldwide:

Objective 1 — Support to human rights and human rights defenders in situations where they are most at risk
Objective 2 — Support to priorities of the European Union in the field of human rights
Objective 3 — Support to democracy

The specific objectives of this Call for Proposals are:

   - to support and protect human rights and their defenders by reinforcing their capacities to do their work in the short and long-term, as
     well as providing tangible support and means of action to local civil society in the promotion of human rights and fundamental freedoms;
   - to support human dignity (in particular the fight against the death penalty and against torture and other cruel, inhuman or degrading
     punishment or treatment); economic, social and cultural rights; the fight against impunity; the fight against discrimination in all its forms;
     women's rights and gender equality. Attention can be given also to emerging issues in the field of human rights;
   - to support all aspects of democratisation, including the rule of law and the promotion and protection of civil and political rights such as
     freedom of expression online and offline, freedom of assembly and association. This includes for example active participation in the
     evolving methodological debate in the area of democracy support and election observation.


Eligibility

In order to be eligible for a grant, the applicant must:

   - be a legal person or an entity without legal personality and
   - be non-profit-making and
   - belong to one of the following categories:
   - civil society organisations, including non-governmental non-profit organisations and independent political foundations, community based
     organisations, and private sector non-profit agencies, institutions and organisations, and networks thereof at local, national, regional and
     international level;
   - public sector non-profit agencies, institutions and organisations and networks at local, national, regional, and international level;
   - national, regional and international parliamentary bodies, when this is necessary to achieve the objectives of this instrument and the
     proposed measure cannot be financed under another instrument and
   - be directly responsible for the preparation and management of the action with the co-applicant(s) and
     affiliated entity(ies), not acting as an intermediary.


Budget

The overall indicative amount made available under this Call for Proposals is EUR 2,000,000.
