Background Max. Grants amount: 300 000 EUR
This grant scheme is launched in order to promote new approaches to employment of disadvantaged groups by designing active labour market measures which combine long term psychosocial support with development of skills needed for sustainable employment and self-employment. Projects to be awarded are expected to test various approaches in such a manner that relevant Kosovo Government institutions may implement them in the future, aiming to improve its response capacity to the changing needs of the labour market.
Objectives
The global objective of this Call for Proposals is to contribute to the transition from social assistance to employment of the most disadvantaged groups in the labour market, putting a special emphasis on beneficiaries of Social Assistance Scheme and people with disabilities.
The specific objective (s) of this Call for Proposals is to support the employment and social inclusion of the most disadvantaged groups in the labour market through development and implementation of active labour market measures at central and regional levels.
Priority Issues:
The priorities of the Grant Scheme will be as follows:
- To increase employability of the target groups through development of skills required in the local labour market;
- To support self-employment opportunities for the target groups.
Eligibility
In order to be eligible for a grant, the applicant must:
- be a legal person and
- be a specific type of organisation such as:
- non-governmental organisation (including social enterprises)
- employers’ associations
- chambers of commerce,
- agriculture extension service centres,
- accredited private training providers.
- be established in a Member State of the European Union or Albania, Bosnia and Herzegovina, Croatia, Former Yugoslavian Republic of
Macedonia (FYROM), Montenegro, Serbia, Turkey and Kosovo under UNSC Resolution 1244/99, countries that are beneficiaries of the
European Neighbourhood and Partnership Instrument; Member States of the European Economic Area18: Iceland, Lichtenstein, Norway.
- be demonstrated that the organisations’ statutes have been established by an instrument governed by the national Kosovo law
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as
an intermediary

The overall indicative amount made available under this Call for Proposals is EUR 1.000.000.
