Background
The Country Programme Document (CPD) addresses priorities identified in the National Plan for Integration, the National Sustainable Development Strategy, and others. The CPD 2011-2015 focuses on sustainable and inclusive development; accountability and governance; and, energy and environment. In all three areas the capacity development of governmental and non-governmental counterparts will be used as a tool for reaching outcomes, and the human rights and gender equality principles will be mainstreamed.
Accountability and evidence based reporting are strengthened through rigorous benchmarking, monitoring and evaluation against Millennium Development Goals and other outcome and output targets. All interventions are developed in cooperation with the line ministries, private sector, civil society, local self-governments, as well as the cooperative sector. To ensure continuous alignment with Government priorities, all strategic documents from their side are and will be taken into consideration.
Requirements
- University degree in fields relevant to the assignment; advanced degree (Master or PhD) in relevant field is preferable, but is not
required;
- A minimum of 5 years of experience in initiatives in Serbia related to areas of sustainable and inclusive development; accountability
and governance; and, energy and environment. Please indicate clearly in your proposal which areas of expertise you are applying for.
- Experience in organizing and facilitating consultative processes with a variety of stakeholders at the national and local level, with
the aim of new programme development.
- Experience in writing successful project proposals for bilateral donors in Serbia and/or the EU. Please list the last 3 project proposals
you wrote and provide one of them as a supporting document.
Responsibilities
- Writing project proposals respecting the UN, UNDP and donor requirements (including budgets, results frameworks/logical frameworks,
annual work plans, context and problem description, beneficiary identification, sustainability, risk and assumption identification, and
other necessary sections);
- Organization and facilitation of consultative processes with UNDP staff, other UN agencies, national and local partners;
- Recording and introducing all comments received from relevant stakeholders;
- Conducting research (desk review) to describe the context and justify proposed activities;
- Conducting research (desk review) to identify good practices and activity ideas appropriate for the target beneficiaries in Serbia, and
presenting them to partners for discussion.
