Consumer protection policy in the beneficiary country is a specific policy recognized as one of priorities in complying with internal market requirements found in The Stabilization and Association Agreement (SAA) and EU integration process reflected trough the High Level Accession Dialogue (HLAD).
Civil society plays a vital role in providing information, education and advice to consumers, advocating their rights, representing their interests in policy and decision making processes. This Grant Scheme should assist civil society organizations to fulfill their role, i.e. to strengthen consumer rights and consumer outreach, bolster consumer protection, empower and support consumers to actively participate in the market, thus contributing to improvement of fair market competition.
Due to poor record of the courts implementation of Law on consumer protection, training events on future consumer protection rules should target especially judiciary and business community, while journalist and media are also be involved so to correctly report and additionally contribute to this general requirement for effective implementation of consumer protection policy.
Among the goals of the Programme for consumer protection and the priorities of the Government there is the need for cooperation with the non-governmental organizations in the field of consumers’ protection. Strengthening the mutual public and non-governmental sector collaboration is an indispensable element for achieving a comprehensive consumer policy and consumer protection.
Two priorities fall under this Grant Sheme:
1. Priority 1 (Lot 1) - Strengthening relevant civil society actors in the field of consumer protection, product safety and consumer education on the central and local level - size of grant EUR 420.000 and
2. Priority 2 (Lot 2) - Building thematic partnerships to strengthen the voice of CSOs and raise awareness of consumer rights in priority thematic areas - size of grant: EUR 210.000.
Eligibility
In order to be eligible for a grant, the applicant must:
- be a legal person (individuals are not eligible, nor are informal alliances or initiatives without legal status) registered and
operational at least one year before the call is launched;
- be non-profit-making;
- be a specific type of organization such as: non-governmental organization with a proven experience in the field of consumer
protection, product safety or consumer education;
- be established in a Member State of the European Union or countries that are beneficiaries of the IPA instrument or the European
Neighborhood and Partnership Instrument or countries of the Economic Area and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting
as an intermediary.
Budget
The overall indicative amount made available under this Call for Proposals is 630.000 EUR. For each of the two priorities, allocations are envisioned in two lots (one lot per priority), as following:
- Priority 1 (Lot 1) Strengthening relevant civil society actors in the field of consumer protection, product safety and consumer
education on the central and local level - size of grant EUR 420.000 and
- Priority 2 (Lot 2) Building thematic partnerships to strengthen the voice of CSOs and raise awareness of consumer rights in priority
thematic areas - size of grant: EUR 210.000.
Size of Grant
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
- minimum budget EUR 60.000
- maximum budget EUR 100.000
