The overall objectives of the Norwegian Financial Mechanism 2009-2014 are to contribute to the reduction of economic and social disparities in the European Economic Area and to strengthen bilateral relations between the Donor State a nd the Beneficiary States through financial contribution.  
The memorandum of understanding on the implementation of the Norwegian financial mechanism 2009–2014 was signed on 17.06.2011.
In accordance with Article 5 of the Agreement between the Kingdom of Norway and the European Union on a Norwegian financial mechanism 2009 - 2014, a total of € 48 million shall be made available to Republic of Bulgaria over the period 2009-2014, out of which 2 million euros were allocated to the Programme Area “Domestic and gender - based violence”

Programme Objectives

The outcome addressed by this Call for project proposals supports the development of research, studies and the collection of data on Gender - based violence (GBV).
The envisaged activities under BG12 aim at improving the situation of the Roma population, especially Roma women and girls who most often fall for victims of gender-based violence.
This call also supports research and the collection of data regarding the prevalence and measures to prevent and combat GBV among the Roma.
Financing under this measure will be made available for individual project swhich focus on research and data collection.

Budget

The total allocation available for this measure is: EUR 200.000.

   - The minimum project grant applied for under this measure is: EUR 170.000 and
   - The maximum amount is: EUR 200.000.

Eligibility

The eligibility criteria for applicants are stipulated as follows:
   - Eligible applicants are research institutions and NGOs, established as legal entities in Bulgaria as well as international organizations
     operating in Bulgaria.
   - The project promoter should be personally responsible for implementing and managing the project.
   - The project promoter must have at least one project implemented during the last 5 years. The implemented project must include
     activities relevant to the activities envisaged under the submitted project proposal. The grant amount of the implemented project must
     be at least 30% of the project grant amount the applicant applies for.
