The overall objectives of the Norwegian Financial Mechanism 2009-2014 are to contribute to the reduction of economic and social disparities in the European Economic Area and to strengthen bilateral relations between the Donor State a nd the Beneficiary States through financial contribution.  
The memorandum of understanding on the implementation of the Norwegian financial mechanism 2009–2014 was signed on 17.06.2011.
In accordance with Article 5 of the Agreement between the Kingdom of Norway and the European Union on a Norwegian financial mechanism 2009 - 2014, a total of € 48 million shall be made available to Republic of Bulgaria over the period 2009-2014, out of which 2 million euros were allocated to the Programme Area “Domestic and gender - based violence”

Programme Objectives

The objective of the Small grant scheme is to improve the practical skills and knowledge of the staff at places of deprivation of liberty, to build social skills in sentenced persons, to cover the specific needs of vulnerable groups in building social skills and to improve their reintegration.he Small grant scheme shall contribute to achieving the following Expected Outcomes of the Programme BG15:
   - Increased application of alternatives to prison (Outcome 1).
   - Increased focus on vulnerable groups in prison (Outcome 2).
   - Improved competences of both inmates and prison staff (Outcome 3).

Eligibility

Any entity, public or private, commercial or non-commercial, as well as non-governmental organisations, established and registered as legal persons in Bulgaria, as well as inter-governmental organisations operating in Bulgaria, are considered eligible applicants under the Small grant scheme.

Eligible applicants shall meet the following requirements:
   - to be established (according to the court registration) at least 24 months before the date of publication of the call for proposals under
     the present financial grant scheme;
   - to have positive financial result for the last financial year (if applicable);
   - to be directly responsible for the implementation of the project activities and would not act as an intermediary etc.        

Budget

The overall budget for funding the projects under the Small grant scheme amounts to: EUR 1.221. 449.
   - minimum project amount is: EUR 30.000.
   - maximum project amount is: EU 100.000.
