OSCE MISSION TO MOLDOVA/ ANTI-TRAFFICKING AND GENDER OFFICER (VACANCY NUMBER: VNMOLS00139)

Responsibilities

   - Serves as the Mission's Senior Adviser and representative on preventing and combating trafficking in human beings, preventing and
     combating domestic violence, promoting gender equality and women¿s rights, enhancing identification, protection, and assistance to
     victims and vulnerable persons, and otherwise supporting the observance of human rights and fundamental freedoms;
   - As the Mission's Anti-Trafficking Focal Point and Gender Focal Point, supports the Mission's senior and middle management to mainstream
     a gender perspective into all Mission's programmes and activities. Promotes and reports on the implementation of key OSCE
     commitments in these fields, including the OSCE Action Plan to Combat Trafficking in Human Beings, the OSCE Action Plan for the
     Promotion of Gender Equality and other OSCE decisions related to human trafficking, domestic violence, women's participation in
     political life and gender issues in the security sector;
   - Liaises with the Secretariat's Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings and
     Gender Section, and with relevant colleagues for promoting gender equality and combating trafficking in human beings and
     discrimination within the Office for Democratic Institutions and Human Rights (ODIHR), and other OSCE counterparts as required;
   - Serves as the Programme Manager of the Mission's Anti-Trafficking and Gender Programme, and ensures strategic direction, planning,
     management, co-ordination, implementation, monitoring and evaluation of projects, including by contributing to the press coverage of
     programme activities;
   - Mainstreams international expertise, good and innovative practices into the Programme's activities on capacity-building, prevention and
     protection based on European and international human rights standards related to combating trafficking in human beings, domestic
     violence, and promoting gender equality, women and children's rights, and victim's rights;


Requirements

   - Minimum two years international field work experience in human rights, including specific experience with anti-trafficking, gender or
     children-related issues
   - Familiarity with international and regional human rights treaties, jurisprudence and best practices related to human trafficking and
     gender issues, in particular the UN Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the UN
     Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children (Palermo Protocol); the European
     Convention on Human Rights; the Council of Europe Convention on Action against Trafficking in Human Beings, and the Council of
     Europe Convention on Preventing and Combating Violence against Women and Domestic Violence
   - Experience in project and programme management, including the strategic design, implementation, monitoring and evaluation of projects
   - Strong analytical, problem solving, advocacy, diplomacy, and mediation/facilitation skills
