Responsibilities
- Serves as the Programme Manager of the Mission's Human Rights and Democratization Programme, including ensuring strategic
direction, budget planning, management, coordination, implementation, monitoring and evaluation of all programme objectives and
results;
- Assists with monitoring and mediation of specific issues in the Transdniestrian settlement process;
- Monitors and reports on the human rights situation and democratization process in the Mission area, including minority issues;
- Provides advise on human rights and democratization issues, as well as specific issues in the negotiations process, to the Head of Mission
and other Mission Members;
- Initiates, develops, co-ordinates and implements human and minority rights development and democratization activities and
education/training programmes of the Mission and/or assists other OSCE institutions (ODIHR, HCNM) in the development, coordination,|
and implementation of such activities in the Mission area;
- Maintains and facilitates contacts with NGOs and promotes their development, activities, and coordination;
Requirements
- Experience and knowledge with either international law or European and international human rights law and conventions
- Experience working with a wide range of stakeholders, particularly in the fields of human rights and democratization
- Project management experience, including budget management
- Professional fluency in the English language, including drafting skills
- Fluency in the Russian language including basic drafting skills
- Strong analytical, problem solving, advocacy and mediation/facilitation skills
