The present sub-delegated call for proposals is implemented under Action Fiche 1 of the 2013 Annual Action Programme: Suport to in-country actors to prevent and respond to crisis in fragile and conflict-affected situation
This programme component seeks to strengthen the capacity of civil society organisations and support activities that create, restore or consolidate appropriate ways, tools and mechanisms at local and regional level to prevent conflicts and contribute to durable peace. The aim is to support local initiatives in fragile and conflict-affected areas and in-country capacities for effective conflict management and peace-building, including initiatives with a regional dimension.
The global objective of this Call for Proposals is to provide overall support to conflict-affected victims/witnesses prior to, during and after court proceedings at the lower level of the judicial system of Bosnia and Herzegovina, where war crimes are to be prosecuted.
The specific objective (s) of this Call for Proposals is/are:
- Provision of rehabilitation1 to victims as a part of reparation measures and actions to prevent any kind of differential treatment or
discrimination and to engage with and approach and all victims as potential future witnesses across the whole territory of Bosnia and
Herzegovina.
- Development of sustainable and efficient networks to provide prompt and multidisciplinary support2 to the victims and
victims/witnesses, prior to investigations, during and after the trials. The support networks may be composed of relevant
governmental and non-governmental actors at the Cantonal or Regional level3, in which the leading NGO within the network may
serve as a type of referral mechanism of victims/witnesses to other relevant parties of the network, with particular attention to victims
of sexual violence and areas of Bosnia and Herzegovina where such support is not adequate or is even non-existent.
- Creation of networks and programmes which will adequately address the prevention of trans-generational transfer of trauma and also
serve non-conflict related witnesses4 when and if needed.
All funded actions will actively take gender considerations into account and may include activities specifically focusing on women or children. Actions aiming at enhancing coordination and operational cooperation between separate entities and organisations will be particularly encouraged, as will actions that expand, replicate or complement previous initiatives that have proven successful.
Eligibility
In order to be eligible for a grant, the applicant must:
- be a legal person;
- be non-profit-making and non-governmental organisation;
- be established in Bosnia and Herzegovina;
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting
as an intermediary.
The potential applicant may not participate in calls for proposals or be awarded grants if it is in any of the situations listed in Section 2.3.3 of the Practical Guide.
Budget
The overall indicative amount made available under this Call for Proposals is: EUR 1.750.000.
There will be only one grant awarded. The Contracting Authority reserves the right not to award all available funds.
Size of grant
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 1.500.000.
- maximum amount: EUR 1.750.000.
