Contract description

The Global objective is to provide support to the European commission in the management of the Instrument contributing to Stability and Peace by a double assignment (two fold):
Component 1: Evaluation of the Instrument for Stability (IfS) priority 1, from 2007 to 2013 ( that includes the finalization for activities going till the 31.12.2014);
Component 2: A CBRN technical expert Group
For the component 1 (final evaluation of the IfS), the specific objectives is to assess the progress made in the implementation of all the IfS activities (2007-20131) and to issue a series of recommendations about the programme's future orientation.
For the component 2, the CBRN technical expert Group will have to evaluate (technically) several projects launched under the IFS or the Centre of Excellence Initiative (CoE) and make available experts to present at technical and thematic meetings, previously defined on one or more aspects of C, B, R, N or technical issues related to CBRN. The support includes the provision of corresponding reports including recommendations.

Budget

  - Maximum budget: EUR 450 000


Eligibility

Participation is open to all natural persons who are nationals of and legal persons [participating either individually or in a grouping (consortium) of tenderers] which are effectively established in a Member State of the European Union or in a eligible country or territory as defined under the Regulation (EU) N°236/2014 establishing common rules and procedures for the implementation of the Union's instruments for external action (CIR) for the applicable Instrument under which the contract is financed (see also heading 22 below). Participation is also open to international organisations.
