Contract description
The objective of this contract is to provide support to the Ministry of Housing, Utilities and Urban Development (MHUDD) and the Holding Company for Water and Wastewater (HCWW) in their endeavor to reform the water sector in particular in the following activities:
Establishing the first integrated Capacity Development Programme aiming at building capacities in the HCWW Affiliated Companies (ACs) in order to identify and develop the next generation of top utilities managers; thus strengthening the existing institutional capacities in fields of Operation, Maintenance and Project Management to support the HCWW plans to promote young leadership in the ACs. Furthermore, the activities should include developing or tailor making a training program/ curriculum including various training modules such as on job training and real case studies for the proposed training modules and preparing key training material (e.g., training manual for facilitators and lesson plans).
Building a sound and robust financial model that will enable decision-makers to determine the best possible options for achieving financial stability. In particular, the Technical Assistance (TA) should include the following activities:
Undertaking financial analysis of the actual financial sustainability (expenditures, revenues, subsidies) in a number of representatives ACs and present the financial gap analysis.
Building a financial model with various options aiming to reduce this financial gap (cost-cutting, increasing revenues, etc.).
Preparing detailed financial plans for the next ten years for each AC;
Preparing implementation plans tailored to the Egyptian situation taking into consideration existing social, cultural, institutional, legal and political characteristics.

- Maximum budget: EUR 2,000,000.
Eligibility
Participation is open to all natural persons who are nationals of and legal persons participating either individually or in a grouping (consortium) of tenderers which are effectively established in a Member State of the European Union or in a eligible country or territory as defined under the Regulation (EU) N°236/2014 establishing common rules and procedures for the implementation of the Union's instruments for external action (CIR) for the applicable Instrument under which the contract is financed (see also heading 22 below) . Participation is also open to international organisations. All supplies under this contract must originate in one or more of these countries. However, they may originate from any country when the amount of the supplies to be purchased is below100,000 euros per purchase.
