Contract description

The main purpose of this technical assistance contract is to support the Ministry of Water Resources and Irrigation in developing an Integrated Coastal Zone Management (ICZM) Implementation Strategy and a Master Plan for the Egyptian Mediterranean Coast shoreline from the Libyan border to the Gaza border. The Shoreline Master Plan shall recognize, incorporate and address the concerns of all stakeholders through a well-defined and structured participatory approach. The ICZM strategy shall incorporate all required legislative and/or institutional changes that would facilitate the adoption, buy-in, and seamless development and implementation of ICZM. The development of the shoreline master plan and the ICZM strategy shall be synergized and built on previous and actual relevant initiatives. The master plan will be based on the best available information and knowledge; it will not rely on field campaigns for collecting new data or on the development of new research tools.

Budget

  - Maximum budget: EUR 2,400,000

Eligibility

Participation is open to all natural persons who are nationals of and legal persons participating either individually or in a grouping (consortium) of tenderers which are effectively established in a Member State of the European Union or in a eligible country or territory as defined under the Regulation (EU) N°236/2014 establishing common rules and procedures for the implementation of the Union's instruments for external action (CIR) for the applicable Instrument under which the contract is financed (see also heading 22 below) . Participation is also open to international organisations. All supplies under this contract must originate in one or more of these countries. However, they may originate from any country when the amount of the supplies to be purchased is below100,000 euros per purchase.
