Background
Active Labour Market Programmes 21 is entering its second stage of implementation. The project aims to improve the labour market institutions’ capacities to design relevant policies at central level and deliver integrated services at local level. Through a comprehensive and scaled-up approach, the overall goal is to build-up on current UNDP achievements in addressing Kosovo’s labour market challenges, as well as to pave the way for long-term and sustainable local mechanisms that are capable to address such challenges on their own. The project will strengthen and ensure the sustainability of the links between labour market actors-employers, job-seekers, policy makers, public employment services and vocational training and educational institutions. By improving the business processes for integrated service delivery in offices where physical infrastructure allows, the vulnerable youth across Kosovo, with a particular focus on women, will receive integrated employment services. Having said this, ALMP, together with Ministry of Labour and Social Welfare (MLSW) is working toward designing for the Performance Management Framework of Public Employment Services in Kosovo. This activity has been implemented in coordination with the SDC funded Enhance Youth Employment project.
Responsibilities
The project scope and implementation will be done through four phases.
Phase 1: Analysis
This phase includes information gathering actions in order for the contractor to learn more about the current system, which includes source code analysis, database analysis, and type of services that will be offered by these modules.
Phase 2: System Design
Once the analysis and design have been completed and approved by the client, the contractor shall start the implementation phase. During this phase, as per agreed action plan in the previous phase, the contractor will have to undertake interventions so the performance management tool is developed and integrated in the existing system. Note that the MLSW as a client, may request modifications of requirements as a result of the testing phase findings.
Phase 3: Testing
It is required from the contractor to fully test and pen test the applications for security breaches, functional issues and bugs. It is also required that the application is tested in two (2) or three (3) employment offices through all phases of the performance framework (target setting, performance measurement and feedback) for about two (2) month at least. eveloped the system.
