Eligibility

Qualifications and skills

   - University degree in Law, Public Administration or other relevant discipline
   - Communication and leadership skills to manage a team composed of expatriate and local specialists
   - Ability to ensure good communication and co-ordination with project partners, contracting authority and other local partners and
     stakeholders
   - Excellent presentation and organisational skills, strong intercultural communication skills
   - Fluent written and oral communication in English, knowledge of Georgian would be an asset, computer literate

General professional experience

   - At least 10 years of professional working experience, of which at least 5 years in public administration or large organisation or company
     (with minimum 100 staff) in an EU member state
   - Working experience as manager of staff, as head of department, unit or organisation for at least 2 years preferably in a public
     administration
   - At least 5 years of experience related to the transposition and application of EU legislation in EU Member States and/or potential
     candidate country to accede the EU or a candidate country to accede the EU either as representative of national authorities or as a
     consultant.

Specific professional experience

   - Team Leader in at least one legal reform project of a seize and nature equal to this contract (annual allocation minimum 1 MEUR)
   - Experience in at least 1 EU funded project in supporting public administration with regard to legal harmonisation and the implementation
     of the EU acquis
   - Experience in implementing regulatory reform policies and legislative drafting reforms would be an asset
   - Experience with capacity development of legal translation services in the enlargement of context or ENPI would be an asset;
