Responsibilities

GIZ and his consortia would provide institutional support and technical assistance in the following areas:

   1. preparation of a transformation plan for residential and psychiatric institutions and a development plan forcross-sectoral
       community-based social and health services;
   2. implementation of the transformation and development plans to strengthen capacity at national and local level to improve the range and
       quality of cross-sectoral services for de-institutionalisation of persons with mental health problems;
   3. providing support to a grant scheme for funding the local self-governments and their partners, civil society organisations, service
       providers, residential institutions and other eligible stakeholders in developing and implementing the models of services to achieve a
       gradual de-institutionalisation for persons with mental disability and mental illness.

The specific tasks are to be defined.

Qualifications

    - Academic background in the field of Public Health with a focus on Psychiatry or in a related relevant field
    - Proven professional experience of five or more years in offering technical assistance in the field of Mental Health Projects
    - Minimum 3 years professional experience in leading and managing teams
    - Working experience with donors, non-governmental organizations, civil society and government institutions
    - Experience in EC and/or other donor funded projects in international development
    - Fluency in English, including effective spoken, presentation and report writing abilities
    - Experience in the Region (Western Balkan) would be an advantage
    - Knowledge of Serbia would be an additional asset

Duration

The intended commencement date is 15.4.2012 and the duration will be 24 months
