Civil society actors play an important role in the development, implementation and monitoring of national reforms in general and in the success of development cooperation policies and programmes supporting them. The Joint Communication on “A new response to a changing Neighbourhood” of May 2011, the culmination of a comprehensive review of the European Neighbourhood Policy launched in 2010, outlined a new approach towards EU’s neighbours to the East and South, based on mutual accountability and a shared commitment to respecting universal values, international human rights standards, democracy and the rule of law. Acknowledging civil society’s role to contribute to policy-making and hold governments to account, the Communication committed to supporting a greater role for civil society actors through a partnership with societies, helping civil society actors develop their advocacy capacity, the ability to monitor reform and their role in implementing, monitoring and evaluating EU programmes. The Communication also proposed the establishment of a Civil Society Facility to provide funding for civil society actors. The overall objective of the Neighbourhood South civil society facility 2012-2013 is to strengthen and promote Civil Society Organisations’ (CSOs) role in democratic changes and reforms taking place in the Southern Mediterranean countries.

Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum
amounts:
  - minimum amount: EUR 200.000
  - maximum amount: EUR 400.000

Eligibility

In order to be eligible for a grant, the applicant must:
  - be a legal person
  - be non-profit-making
  - be a civil society organisation, such as non-governmental non-profit organisations, independent foundations, associations,
    community-based organisations, private-sector non-profit agencies
  - be established in Egypt or a Member State of the European Union or a country from the Southern Neighbourhood or an accession or
    official candidate country as recognized by the European Union, or in a Member State of the European Economic Area.
