In order to promote a more results-oriented approach in programming and monitoring of Roma inclusion development outcomes, UNDP has established a regional support facility, among other objectives, to assist national institutions in (a) operationalizing the National Roma Integration Strategies so that they have their implementing infrastructure at central and local levels and (b) supporting the establishment of M&E frameworks, including data collection for results-oriented progress monitoring. In order to promote people-centred local development planning, data collection and analysis and designing sustainable services that will address and respond to locally identified needs of the most vulnerable groups of the society, the project supports development and implementation of innovative initiatives, which may, but not be limited to use of IT solutions. From 13 May – 30 September 2014, the citizens of 4 municipalities (Tetovo, Prilep, Kumanovo and Suto Orizari) had an opportunity to specify their priorities for local action on the four touch screens installed in each municipality and online through the web page www.moja-opstina.mk. Moja Opstina application offered a list of key development issues from which the public was asked to select three which they consider most important for them and their families.
Objectives
The key objective of the assignment is: to develop and test a model that will propose new ways to improve education outcomes for pupils from the socially disadvantaged families in municipality of Tetovo, a priority which was selected by local population. Developed solution should offer innovative ways for strengthening institutional and individual capacities of relevant local stakeholders to support pupils from socially disadvantaged families to improve their learning efforts and outcome. Where feasible the solution should incorporate innovative, including IT-based solutions.
Deliverables
This assignment shall be completed by a local NGO. Expected deliverables from the NGO, in the course of the assignment, are:
- Developed and tested model with new ways to increase the education outcomes for the pupils from the socially disadvantaged families in
municipality of Tetovo.
- Report on the gathered and assessed parents, pupils and teachers’ feedback on the model functionality from the proposed M&E System;
- Structural learning report with inputs from the NGO representatives involved in this intervention with descriptions on what worked and
what didn’t in the process of testing the prototype and why.
- Final report with all the undertaken actions, achieved results, faced challenges and undertaken actions to overcome them, and final
conclusions and proposals.
