Background
The Government of Macedonia has established the Decentralised Implementation System (DIS) for the IPA Components I, III and IV in accordance with the Accreditation Criteria set in the Annex to the Commission Regulation (EC) No718/2007 (IPA Implementing Regulation). Main objective of the established system is to maximize the use of the available pre-accession funds through sound financial management, as well as prepare for the implementation of EU Structural and Cohesion funds (for further information on DIS follow the link: http://cfcd.finance.gov.mk/?page_id=10&lang=en).
Responsibilities
- Capacity assessment and identification of weaknesses in the operating system
- Strengthening the role of PAO/HOS in supervising the system
Requirements
- A Bachelor degree is required; a Master’s Degree - Academic level will be considered an asset
- At least 7 years of working experience, including a minimum of 5 years’ experience in EU projects and programmes-related issues,
preferably on IPA funds
- At least 4 years’ experience in decentralised management of EU funds
- Substantive knowledge of the institutional framework for EU pre-accession funds
- Substantive experience in tendering, contracting and financing of EU funds
- Substantive experience in working and negotiating with the European Commission services
- Advanced computer skills.
- Proficiency-level in English language
