Requirements
- University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
- Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management
level relevant to the actual position
- Experience with capacity building of domestic institutions, including: judiciary; public administration; education; decentralization
- Strong experience in managing a large variety of staff, including managers, senior international mission members and national
professional officers with different fields of expertise, as well as strong diplomatic and organizational skills
- Knowledge of the local language or most common lingua franca spoken in the Mission area
Responsibilities
- Has overall responsibility for the Human Dimension Department - including its three constitutive Units: Rule of Law, Democratic
Governance, Coordination Unit Inter-ethnic Relations, for a total of 30+ members, in relation to all aspects of department management:
programmatic, budget planning and expenditure, staffing and administration
- Leads the development and implementation of all Human Dimension Department policies, strategies and methodologies, oversees annual
and strategic planning, including all budgeting
- Supervises, and provides policy guidance in all areas of intervention of the Democratic Governance, Rule of Law and Inter-ethnic Relations
- Oversees and prioritizes field tasks, identifies and analyses trends in Human Dimension issues and develops strategic plans to ensure that
all Department's activities are in line with and contributing to the fulfilment of the Mission's mandate
- Oversees the coordination and approval of internal training programs, seminars and department projects
