1.This invitation for bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no. 659 of July 31, 2005.
2. The Macedonia Transmission System Operator (AD MEPSO) Reconstruction and Development towards the cost of Energy Community of South East Europe APL3 -Republic of Macedonia Project, and it intents to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB: Implementation of a computerized Business Informational System.(BIS)
3. The AD Mepso serves as the implementation agency for the project and now invites sealed bids from eligible Bidders for Supply and Installation of Computer Based Business Informational System (EDMS). The scope of system is:
-Supply and installation of all application and system software required
- BIS modules to be implemented include:
-General Ledger
-Accounts Payable
-Cash Management
-Accounts Receivable
-Purchase Order Management
-Fixed Assets
-Warehouse and Inventory
-Project Accounting
-Human Resource Management and Payroll
-reporting
-Enterprise Document Management System (EDMS)
-Provision of hardware specified in tender documentation including Servers, Network components, Storage, and other
devices necessary to run the BIS and EDMS (AD MEPSO will provide access to LAN and WAN)
-Implementation consultancy end user training, training and establishing the mechanisms for system maintenance and technical support by MEPSO.
The supply and installation period is 6 months and 3 months for system acceptance.
4.Bidding will be conducted using the International Competitive bidding (ICB) procedures specified in the World Bank's Guidelines: procurement under IBRD Loans and IPA Credits, edition of May 2005, revised October 2010, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:
General Experience:
-5 years in Information technology Business
Required average annual turnover
-required average annual turnover for sold software for BIS at least Euro 1.5 million for the last three years.
