Contract description

This technical assistance assignment is designed as a result of the Trade and Domestic Market Enhancement Program (TDMEP). It is funded by the EU and intended to assist Egypt in enhancing its capacities in the field of international trade. It will provide technical advisory services to the Ministry of Industry, Trade and Small & Medium Enterprises and its stakeholders.
The three priority areas (sub-components) identified for assistance under this assignment, with focus on trade policy and trade facilitation, can be summarised as follows:
Sub-component 1: Trade rules and procedures
Work under this sub-component will entail, inter alia, 1) technical and legal training to sustain internal legal compliance monitoring and review mechanism for current and future trade rules and procedures; 2) Legal and technical advice on trade agreements; 3) study tours related to trade rules and procedures in order to promote participation of the Government of Egypt in exchanges with EU counterparts.

Budget

Maximum budget: EUR 6.500.000.


Eligibility

Participation is open to all natural persons who are nationals of and legal persons [participating either individually or in a grouping (consortium) of tenderers] which are effectively established in a Member State of the European Union or in a eligible country or territory as defined under the Regulation (EU) N°236/2014 establishing common rules and procedures for the implementation of the Union's instruments for external action (CIR) for the applicable Instrument under which the contract is financed (see also heading 22 below) . Participation is also open to international organisations. All supplies under this contract must originate in one or more of these countries. However, they may originate from any country when the amount of the supplies to be purchased is below 100,000 euros per purchase.
