Contract description

The Contract envisages establishing a National Water Information System which acts as a communication and data exchange shell on top of existing information systems in a number of water sector institutions.
The contract will re-engineer the existing Water Information System in the Ministry of Water and Irrigation, upgrade the information systems of the other stakeholders where necessary, validate existing data, prepare a knowledge management system, and prepare a detailed functional design of the National Water Information System.
This contract is divided into two main Components:
Component 1: includes all necessary assessments and preliminary designs of the new Water Information System (WIS) within Ministry of Water and Irrigation (MoWI) and establishing the basis of the New Water Information System (NWIS) for stakeholders discussion and approval processes and considered an integral component to build on in order to proceed to component 2.
Component 2: to provide for the development of the WIS within MoWI, the upgrading of other stakeholders information systems, and the functional design of the NWIS.

Budget

Maximum budget: EUR 1.500.000.

Eligibility

Participation is open to all natural persons who are nationals of and legal persons [participating either individually or in a grouping (consortium) of tenderers] which are effectively established in a Member State of the European Union or in a eligible country or territory as defined under the Regulation (EU) N°236/2014 establishing common rules and procedures for the implementation of the Union's instruments for external action (CIR) for the applicable Instrument under which the contract is financed (see also heading 22 below) . Participation is also open to international organisations. All supplies under this contract must originate in one or more of these countries. However, they may originate from any country when the amount of the supplies to be purchased is below100,000 euros per purchase.
