Requirements

  - Advanced university degree in Political Science, International Relations, Public Policy, or related fields
  - Minimum six years (including at least three years at the management level relevant to the actual post) of relevant progressively responsible
    experience in managing or implementing governance programmes in transition or developing countries
  - Experience in good governance programme management and political analysis, including the production of reports, as well as verbal and
    written briefings
  - Detailed understanding of the political and constitutional governance landscape in Bosnia and Herzegovina (BiH)
  - Understanding of the work of the OSCE, especially in the field of parliamentary assistance, local governance, and citizen participation
  - Professional fluency in written and spoken English
  - Working knowledge of the local languages a strong advantage

Responsibilities

  - Provides strategic guidance and oversees and co-ordinates the day to day implementation of the Democratic Governance project. This
    includes all activities related to the Parliamentary Assembly of BiH, Parliament of the BiH Federation, Republika Srpska National
    Assembly and the Brcko District Assembly of BiH, selected cantonal assemblies and municipalities as well as associations of cities and
    municipalities in BiH. Also includes approval of work plans and scrutiny of proposals for budgetary approval
  - Takes lead responsibility in developing, co-ordinating and evaluating governance activities aiming at achieving improvements and
    sustainability of good governance standards at the local, regional and higher levels of government (canton, entity and state)
  - Ensures commonality of approach in all governance interventions, including consistency in standards to be achieved, through the
    development of a coherent strategy and consistent methodology
