Description


The Municipality of Plovdiv (the "City" or the "Client") is the third largest municipality in Bulgaria, covering an area of 101 square kilometres. It has a population of about 370,000 people, and is a strategically important industrial and commercial centre. The European Bank for Reconstruction and Development ("EBRD" or the "Bank") is supporting the City's comprehensive plan to revamp Plovdiv's primary street network by providing a loan to rehabilitate key road infrastructure, including - Ruski Blvd., Komatevsko Shosse Blvd., Shesti Septemvri Blvd., and to complete an unfinished boulevard - Severen Blvd (the "Project").

At present, the City is solely responsible for constructing, rehabilitating and maintaining its urban street network, which is managed under the Deputy Mayor for Investments. Road rehabilitations are typically financed from the City's budget. Long-term commercial bank financing for the road rehabilitation and maintenance has also been difficult to procure. Moreover, the national procurement law limits the maximum term of municipal borrowings to 10 years.


Eligibility

Corporate services are required. The Consultant will be a firm or a group of firms with experience in: a) structuring, implementing and monitoring urban transport projects (concessions, Design Build Operate Maintain (DBOM), Output and Performance Based Road Contracts (OPRC), PMMR, or similar), including specific experience in urban road management and performance-based contracting (OPRC or PMMR), preferably within the last 7 years ; b) structuring, implementing and monitoring road management contracts (concessions, DBOM, OPRC, PMMR, or similar)  internationally and in Bulgaria.


Budget

Cost Estimate for the Assignment: EUR 150,000 (exclusive of VAT).
