Background                                                            Maximum amount: 350 000 EUR

In Georgia the agriculture sector is mainly of subsistence nature and is characterized by low productivity and weak competitiveness. While nearly half of population derives the majority of their income from agriculture, the sector just contributes less than 10% to GDP, and exports only account to about a third of agriculture imports. Poverty rate in rural areas is about 30%, higher than those in urban areas (18%) and nation-wide (24%). Almost 74% of the rural population farms on plots, which are smaller than one hectare.

The European Neighbourhood Programme for Agriculture and Rural Development in Georgia (ENPARD Georgia) is an EUR 52 Million EU-funded programme signed with the Government of Georgia in December 2012 and aiming to support the implementation of the Georgian agriculture sector strategy.


Objectives


The global objective of this Call for Proposals is to contribute to the increase of food production in Georgia and a reduction in rural poverty.

The specific objective of this Call for Proposals is to engage the education and research institutions, think tanks and similar entities in the overall implementation of the other components of ENPARD, in the development of the sector strategy and in the modernization of Georgian agriculture, food and rural development sectors.


Eligibility

In order to be eligible for a grant, the applicant must:

   - be legal persons and
   - be non-profit making and
   - be established in Georgia or in a Member State of the European Union, and in this second case, to co-apply with at least one organization
     established in Georgia
   - be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as
     an intermediary and
   - have demonstrable experience of at least 3 years in implementing activities in the agriculture, food or rural development fields, in regards
     of, at least, one of these topics: research, capacity building, high education, policy making, policy analysis and/or advocacy.


Budget

The overall indicative amount made available under this Call for Proposals is EUR 700,000. The Contracting Authority reserves the right not to award all available funds.

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

   - minimum amount: EUR 250,000
   - maximum amount: EUR 350,000
