Description
The USAID-funded six-year TLP initiative (2014-2019) that consists of five components implemented under three awards. The primary objective of the project is to upgrade the knowledge and skills of a cadre of talented professionals, through U.S. Master’s degree programs as well as shorter-term targeted courses, who can bring critical leadership and innovation skills to Kosovo that will address the demands of a modern market economy and bring transformational change to the country. A secondary object of the project is to increase the capacity of select faculties at institutions of higher learning in Kosovo by upgrading the teaching methodology and curricula and that will in turn advance longer-term solutions to Kosovo’s education needs. This task order will undertake an Impact Evaluation of the TLP Scholarship component and Performance Evaluation of the TLP Partnership component of the project.
- Impact Evaluation (IE) of the TLP Scholarship component, which will provide 160-190 scholarships for Kosovars to obtain Master’s
degrees at U.S. universities. The scholarship recipients will be selected over a period of three years, to begin study at the start of academic
years 2014, 2015, and 2016.
- Performance Evaluation (PE) of the TLP Partnership component, which will support four partnerships between U.S. universities and
Kosovar universities to upgrade select faculties so that they are better-positioned to produce graduates with the knowledge and skills that
meet the demands of a modern and competitive society.
Responsibilities
- Assist the Team Leader in selecting treatment and control groups, designing surveys, overseeing their execution and analyzing the data
produced by these surveys.
- Lead in setting measurable performance goals for identified areas and target groups.
- Develop a tailored tracking system for each group.
- Conduct baseline assessment for each of the three groups of leadership perceptions and assist in developing the reports.
- Advise on evaluation techniques and methods to properly execute the evaluation.
- Assist in the draft and final evaluation reports and data reports, as well as the debriefing.
Requirements
- Master’s degree in a related field is preferred.
- 12 years of demonstrated expertise designing and conducting impact evaluations.
- Experience and knowledge in generating valid treatment and control groups using both random selection and matching techniques, and
the ability to analyze data to draw statistically valid conclusions.
- Experience in conducting evaluations within the education or a related sector would be highly beneficial.
- Ability to travel intermittently to Kosovo to lead the evaluations and team members throughout the duration of the project.
- Professional fluency in oral and written English is required.
