Georgia does not have significant oil and gas reserves and until recently it imported almost two-thirds of its primary energy from external sources. Georgia's heavy energy dependence on energy imports and the need to strengthen national energy security are key energy challenges for the country. Energy efficiency ("EE") is likely to help address energy demand and energy security concerns. Efficient energy use reduces the amount of energy necessary to produce products and services, which effectively reduces energy demand. Georgia has a substantial potential for EE improvements largely because of the high levels of energy intensity of its economy in comparison with European standards. Despite government's awareness of the need for introducing EE standards and measures to improve the energy supply and security situation in the country, little has been done in the field. A dedicated policy approach is needed to promoting EE in the country, which would include an assessment of the EE potential and would set EE policy targets in various sectors.

To help Georgia ensure that it can successfully improve the EE standards and performance of the economy, the EBRD intends to retain a consultant (the "Consultant") to assist the Ministry with the preparation, drafting, adoption process and publishing of the country's first NEEAP (the "Assignment"). The NEEAP shall identify significant EE improvement measures and expected energy savings in all sectors (e.g., buildings, transport, power, products, processes and services) taking account of the country's potential and national EE targets, with a view to achieving high EE performance of the economy. The EBRD will retain a team of experts to work with the Ministry in fulfilling the Project's objectives. This Consultant will report to the Ministry and EBRD, and will keep the Energy Community Secretariat ("ECS") informed, ensuring that the work under this Project is conducted with due regard to ECS's guidance and is reflective of the practices of the ECS and other ECT Contracting Countries.


Eligibility

Corporate services are required. The Consultant will be a firm or a group of firms with extensive previous project experience in energy efficiency in all sectors (e.g., buildings, transport, power, products, processes and services) and management of large advisory projects working with public administrations with successful track record.


Budget

Cost Estimate for the Assignment: EUR 275,000; exclusive of VAT.
