EBRD/ BELGRADE PARKING PPP TENDER PREPARATION AND TENDER PROCESS SUPPORT

Description

The City of Belgrade (the "City") has the basics of a well-run parking system, with some 33,700 on-street and closed surface parking spaces in total, under a differentiated three-zone system, with a specific hourly charge. Enforcement and organisation is done by the municipal parking company Parking Servis (the "Executing Agency" or the "Client"). Parking Servis also operates off-street parking facilities located throughout the city centre encompassing some 2,752 spaces, which charge approximately 0.60 EUR/h. The City wishes to further develop the off-street (car parks) parking network to improve both the supply and usage.

In June of 2011, the City Assembly approved a Plan of General Regulation of Public Garages in the City of Belgrade ("Parking Plan") that includes a large number of parking facility locations, most of which will be located on the outskirts of the city centre in the form of 'Park and Ride' lots. Other locations are situated in the city centre, and will be tendered under a PPP structure to attract private investment into this sector, as has become the norm throughout Europe.

In November 2011, the European Bank for Reconstruction and Development (the "EBRD" or the "Bank") approved a new project to be funded during the period 2012-15, which includes a major upgrade to the public transport tram track network, as well as traffic management and other pedestrian and road improvements. In parallel, the City has mandated the Bank to assist with the preparation of a parking PPP project which involves the construction of 4 underground parking garages at the locations envisaged by the Parking Plan (the "Project").


Eligibility

Corporate services are required. The Consultant will be a firm or a group of firms with extensive project experience in parking projects, including specific experience on preferably three parking/garage PPP projects or other PPPs in infrastructure sector preferably within the last five years, and also well-versed in regulatory approaches in the parking sector. The Consultant will have excellent knowledge of the parking industry in Europe, the applicable legislative framework governing PPP transactions and concessions in Serbia, and a deep understanding of PPP contracting and risk assessment for both the public and private sectors.


Budget

Maximum Cost Estimate for the Assignment: EUR 350,000 (exclusive of VAT) for Part 1. EUR 250,000 (exclusive of VAT) for Part 2. Part 2 will be awarded as a contract extension subject to the outcome of the pre-tender bid conference and subject to the availability of funding.
