Background
The immediate objective of the Marine and Coastal Protected Areas (MCPAs) project is to improve the coverage and management effectiveness of Albania’s network of marine and coastal protected areas as an essential complement to its network of terrestrial PAs as well as to ensure the proper management of this area and to expand the Marine Protected Areas (MPAs). The main goal is to secure the long-term protection of Albania’s unique coastal and marine biodiversity, which has two main challenges /outcomes ahead: (i) Improvement of bio-geographical representation of MCPA and (ii) improvement of management arrangements for MCPAs, institutional settings and capacity building aspects.
Responsibilities
The national experts work at the Directory of Biodiversity at the Ministry of Environment. Clearance of the deliverables will be done by the National Director of the Project, at the Ministry of Environment.
The scope of assignment:
- Analyze the existing legal framework related to PA and validate/ stock take the matrix of approximation of Albanian legal frame with EU
respective frame (focusing the gaps in regulatory frame with regard to PA / MPA and biodiversity conservation areas)
- Identify any further gap for a sustainable management of biodiversity, including the protected areas and marine ecosystem.
- Propose measures for addressing the gaps in the existing legal framework linking long term biodiversity protection to sustainable
development, for sites with national and/or regional importance for biodiversity.
- Based on the analytical review of the laws/ by-laws related to PAs and related sectors (fisheries and aquaculture, biodiversity protection,
hunting, wild fauna protection, territorial planning, tourism, and marine water protection from pollution and discharge) draft the new law
on Protected Areas and respective Explanatory Note.
Requirements
- Competences in Albanian legislation and public administration issues;
- Basic competences in environment law, protected areas regulatory frame, and EU relevant Directives;
- Excellent communication , analytical, public speaking and presentation skills;
- Knowledgeable in Protected Areas in Albania and PA management/ administration policies.
- University degree or higher level of qualification in law.
- At least 10 years of experience in the field of legislation
- At least 5 years of experience in Public Administration,
- Reporting skills in Albanian and English languages
