Background
Under Impact Areas 2, 3 and 5, UN Women is working with different national and UN partners, in the framework of several projects, some of which are ongoing and others expected to be undertaken in the forthcoming period. These include the project “Strengthening Social Cohesion in the Labour Market through Support to Disadvantaged and Vulnerable Groups” implemented by the United Nations Office for Project Services (UNOPS) and focusing on Roma employment, under which UN Women is providing gender advisory, methodological and analytical support. UN Women is also cooperating with UNOPS in the project “European PROGRES” towards strengthening institutional and policy framework for gender equality at the local level in the South of Serbia and enhancing gender sensitive local governance, planning and budgeting. Furthermore, UN Women is implementing activities in the field of strengthening the integration of gender perspective in national and provincial level budgeting, in the context of introducing of programme budgeting. Efforts are also planned in the area of enhancing access to justice and to the services of independent human rights bodies for women from rural and under-developed areas, as well as towards enhancing knowledge and institutional capacities in relation to employment of marginalized women. In the area of violence against women, UN Women is part of the joint project “Integrated Response to Violence against Women” (UNDP-UNICEF-UN Women), funded by the UN Trust Fund to End Violence against Women, under which UN Women is working at the level of the Province of Vojvodina in partnership with the Provincial Secretariat for Economy, Employment and Gender Equality.
UN Women will also continue to provide advisory services and coordination support to the UN Resident Coordinator and the UN Country Team in Serbia in the field of gender equality and women’s empowerment, including around joint programming, improved accountability and partnership building.
The purpose of the position is twofold:
- to provide administration, finance, procurement and HR services for implementation of projects and activities contributing to development
results in selected impact areas of UN Women Strategic Plan for Serbia (2015-2017): a) Impact area 2: Women in Serbia have better
access to employment opportunities and to justice in exercising their socio-economic rights; b) Impact area 3. Women and girls in Serbia
live a life free from violence; and b) Impact area 5: National and sub-national planning and budgeting processes in Serbia reflect
accountability for gender equality
- to support the work of the Gender Specialist related to advisory and coordination functions towards the UN Resident Coordinator and the
UN Country Team (UNCT) systems in Serbia in the field of gender equality and women’s empowerment, and contribute to the achievement
of organizational effectiveness and efficiency results for Serbia.
Objective
The objective of this position is to ensure results oriented, effective, efficient and accountable implementation of activities and achievement of development and organizational effectiveness results for UN Women in Serbia, with focus on Impact Areas 2, 3 and 5.
Responsibilities
- Administration and implementation of project operations.
- Administration of project budgets and functioning of the optimal cost-recovery system.
- Analyse administrative service needs to support specific business operations encompassing travel, transport, supply and/or
communication
- Compliance with UN WOMEN security management in the field
- Establishment of partnerships with other UN Agencies at the field level
- Facilitation of knowledge building and knowledge sharing within the projects
Requirements
- University Degree in Economics, Business Administration, International Policy or in an area relevant to the post. Master or equivalent
highly desirable.
- 7 years of progressively responsible finance/admin experience is required.
- Experience in the usage of computers and office software packages (MS Office, etc) and advance knowledge of spreadsheet and database
packages, experience in handling of web based management systems.
- Working experience within the UN system or other international organizations will be considered as an asset.
- Consistently approaches work with energy and a positive, constructive attitude
- Remains calm, in control and good humored even under pressure
- Demonstrates openness to change
- Responds positively to feedback and differing points of view
- Excellent knowledge of written and spoken Serbian and English.
