Background
The purpose of the position is to coordinate and monitor projects and activities contributing to development results in selected Impact Areas of UN Women Strategic Plan for Serbia (2015-2017): a) Impact Area 2: Women in Serbia have better access to employment opportunities and to justice in exercising their socio-economic rights; and b) Impact Area 5: National and sub-national planning and budgeting processes in Serbia reflect accountability for gender equality
Responsibilities
The Portfolio Officer is responsible for ensuring the formulation and effective implementation of project activities contributing to the outcomes in the following impact areas of UN Women Strategic Plan for Serbia: a) Impact Area 2: Women in Serbia have better access to employment opportunities and to justice in exercising their socio-economic rights; and b) Impact Area 5: National and sub-national planning and budgeting processes in Serbia reflect accountability for gender equality. The Portfolio Officer's primary responsibility is to ensure that all projects within the portfolio produce the specified results, to the required standard of quality and within the specified constraints of time and cost.
The Officer works under the supervision of the Gender Specialist/Head of Office for Serbia. Specific responsibilities include:
- Be responsible and accountable for the overall implementation, administration and coordination of project activities in Impact Areas 2
and 5, and the timely and quality delivery of outputs.
- Preparation of projects’ work plans and projects’ reports.
- Monitoring of portfolio projects’ progress to ensure that it is in accordance with the timetable and regular updates to the Gender
Specialist on projects’ progress, implementing issues, emerging risks/problems and proposals for necessary remedial actions.
- Maintaining close cooperation with responsible partners and institutions to ensure effective implementation of the agreed activities and
delivery of outputs in a timely manner.
- Maintaining regular contacts with beneficiaries to ensure relevance and quality of projects’ outputs.
- Periodically assess capacities and needs of government and non-governmental organizations and partners at central, provincial and local
level, based on which propose necessary modifications to programming.
- Ensure coordination and synergies in the programme portfolio and prevent overlap with related activities of other national and
development partners.
- Draft terms of reference for consultants and contractors and oversee their work, as required.
Requirements
- Minimum of Master’s degree or equivalent in a relevant field.
- Minimum 7 years of relevant professional experience, preferably in international/multilateral development context;
- Experience in managing teams and complex projects/processes that included extensive communication, coordination and facilitation
requirements;
- Experience in partnership building at international, national, regional and local level;
- The following specific experiences will be considered as an asset: experience working in the UN system or other international
organizations; experience in managing projects in the field of women’s empowerment.
- Excellent understanding of Serbia’s situation in the area of gender equality and women’s empowerment;
- Understanding of current policies and legislation on gender equality, women’s empowerment and anti-discrimination;
- Familiarity with the EU accession process;
- Programme and project design and management skills.
- Ability to organize and motivate team, deliver when working under pressure and within changing circumstances;
- Excellent writing/reporting and presentation skills;
- Excellent communication, coordination and facilitation skills
- Excellent interpersonal, networking and team building skills.
