Background
To address the prevailing regional and local development challenges, UNDP in collaboration with ADC and SDC and in partnership with MRDI implements the project “fostering regional and local development in Georgia” since 2012. The project implementation timeline is 2012- 2017with the budget of over USD 6 Million. During 2013, the project implementation has been affected by the policy context prevailing in the country, in particular the ongoing LSG reform and the political streams around it. The policy reform has taken longer time and more complex preparations than originally envisaged, therefore the project activities have been adjusted around the new context.
Responsibilities
- In close consultation with national and international partners advise the project team on planning, carrying out monitoring and evaluating
activities, including development/update of project workplans;
- Identify any major developments that may bear consequences on the project implementation and advise UNDP and the project team
accordingly;
- Ensure proper phasing and coordination of project components as well as impact oriented implementation of activities;
- Support harmonization of the Results and Resources Framework of the UNDP with the logframe approach as given in the ProDoc;
- Contribute to the knowledge management and knowledge product development in the framework of the project;
- Support the project team in reporting results (mid-year reporting and annual reporting).
Requirements
- Master's Degree or equivalent in Public policy, Public Administration, or a related discipline (preferably with a concentration on local
governance, decentralization issues) (minimum qualification requirement: 5 points; PhD - additional 2 points).
- Minimum 8 years of experience of working on the issues of local governance, democracy, decentralization or related matters (minimum
qualification requirement: 10 points, more than 10 years, additional 5 points);
- Minimum 7 years of experience of working with public sector at central and/or local level and/or donor organizations (minimum
qualification requirement: 5 points; more than 10 years – additional 3 points);
- Demonstrated familiarity with the development context of Georgia and good understanding of decentralization and regional development
issues in Georgia (minimum qualification requirement: 8 points);
- Previous working experience in the country/ region (2 points);
- Demonstrated successful experience in providing strategic technical advice on the LSG/RD related issues and in the context of multiple
stakeholders (minimum qualification requirement: 4 points)
